FY 2021-22 Annual PHA Plan Public Notice
Section 511 of the Quality Housing and Work Responsibility Act of 1998 (QHWRA) requires that Public Housing Agencies (PHAs) prepare a Five-Year Plan and an Annual Plan. The purpose of these plans is to provide a comprehensive guide to the PHA’s mission for serving the needs of low-income and very low-income families, and the PHA’s strategy for addressing those needs.
The Five-Year Plan describes the PHA’s long-range goals and objectives over the next five years. The Annual Plan provides details about the PHA’s immediate operations, program participants, programs and services, and the PHA’s strategy for addressing operational and resident concerns over the next fiscal year.
As required by the QHWRA, Anaheim Housing Authority is preparing a draft of the Annual Plan for Fiscal Year 2021-2022, along with the required attachments and documents related to the Plan. The Plan and all attachments will be available for review between January 15, 2021 and March 1, 2021 below.
The Anaheim Housing and Community Development Commission will hold a Public Hearing teleconference on Wednesday, March 3, 2021 at 5:00 p.m., to receive and review comments on the Annual Plan.
PUBLIC PARTICIPATION: In response to COVID-19 and pursuant to Executive Order N-29-20, members of the public can access the meeting live via teleconference by dialing (877) 594-8353 Participant Code: 61965578. In addition, members of the public are invited to review the documents and can submit written comments by sending them to firstname.lastname@example.org or by calling (714) 765-4320 ext. 4773. To ensure distribution to the Anaheim Housing and Community Development Commission prior to consideration of the agenda, please submit comments prior to 3:00 P.M. the day of the meeting. Those comments, as well as any comments received after 3:00 P.M., will be distributed to the Anaheim Housing and Community Development Commission members and will be made part of the official public record as well as included in the final documents submitted to the United States Department of Housing and Urban Development (HUD).
ACCESSIBILITY: If requested, the agenda and backup materials will be made available in appropriate alternative formats to persons with a disability, as required by Section 202 of the Americans with Disabilities Act of 1990 (42 U.S.C. Sec. 12132), and the federal rules and regulations adopted in implementation thereof. El Verano PBV Waiting List Opening
The Anaheim Housing Authority is opening up a Project-Based Voucher (PBV) waiting list for the El Verano Senior Apartments development on September 08, 2020. Applicants must be at least 62 years old and must be living or working in Anaheim to apply. To apply, please click here. Applications will only be accepted online. COVID-19 Adopted Waivers
Since the outbreak of COVID-19, the Anaheim Housing Authority (AHA) has continued to comply with important directives from County and State public health professionals, including social distancing and other preventive practices that help slow the spread of the disease and reduce the risk of exposure. These directives have presented significant challenges for the AHA to continue to carry out several program operations.
The AHA will continue to conduct its due diligence to abide by the statutory and regulatory requirements of the HCV program throughout the state of emergency. However, in the case of the inability to meet these demands due to the COVID-19 pandemic, the AHA has adopted and implemented several waivers and alternative requirements as allowed under Notice PIH 2020-05, Notice PIH 2020-13, and Notice PIH 2020-33.

FY 2020-2021 Administrative Plan
The purpose of AHA’s Administrative Plan is to establish policies for carrying out the Section 8 HCV Program in a manner consistent with HUD requirements, and local goals and objectives. The current Administrative Plan and its latest updates were last approved by the HA Board of Commissioners on September 15, 2020.

The PHA’s Plans advise HUD, Section 8 participants, and other members of the public about the PHA’s mission for serving the needs of low-income, very low-income, and extremely low-income families, and the PHA’s plan for addressing those needs. The Annual PHA Plan provides details about the PHA’s immediate operations, program participants, programs and services, and the PHA’s strategy for addressing operational concerns and residents’ concerns and needs for the upcoming fiscal year.
Opening Waiting List for Mainstream Preference Only
The Anaheim Housing Authority will open its Housing Choice Voucher program waiting list on Monday, December 2, 2019, for individuals who qualify for the mainstream preference.
To qualify for the mainstream preference, a household member must satisfy all three eligibility criteria: (1) must be between 18 to 61 years old, (2) must be disabled, and (3) must currently be transitioning out of an institutional or other segregated setting, at serious risk of institutionalization, homeless, or at risk of becoming homeless. In order to apply, you must attach verification that you or a member of your household meets all three of the above criteria.
Beginning December 2, 2019, pre-applications will be accepted at the Anaheim Housing Authority office located at: 201 S. Anaheim Blvd. Suite 201, Anaheim, CA 92805. Utility Allowance Schedule
Federal regulations governing the Housing Choice Voucher (HCV) Program require that all public housing authorities review their utility allowance schedules annually and make appropriate adjustments when the costs of utilities has increased by 10% or more.

Violence Against Women’s Act (VAWA) Protections
The Violence Against Women Act (VAWA) requires that AHA inform applicants and assisted tenants of their rights under this law, including their right to confidentiality and the limits thereof.
Notice of Occupancy Rights (Applicable to applicants and tenants)
This notice identifies rights and protections provided by VAWA to rental assistance program applicants and participants who are or have been victims of domestic violence, dating violence, sexual assault or stalking. It also explains the documentation that the PHA will require from an individual who claims the protections provided by VAWA, the PHA’s confidentiality obligation, and a copy of form HUD-5382 (Victim Certification Form), and contact information for local, state, and national victim advocacy groups or service providers.

Emergency Transfer Plan (Applicable to tenants only))
This plan identifies the tenants who are eligible for an emergency transfer under VAWA, the documentation required to request such transfer, confidentiality protections, how an emergency transfer may occur, and guidance to tenants on safety and security. This plan is based on a model emergency transfer plan published by the U.S. Department of Housing and Urban Development (HUD), the Federal agency that oversees that AHA is in compliance with VAWA.
